City Issues 48 Hour Extension to Johnson Street Bridge

VICTORIA, BC – The City has issued a 48 hour extension to the closing date for proposals for the Johnson Street Bridge Replacement Project. The proposals must now be submitted by Thursday, November 1 at 4 p.m. The extension is in response to a request for additional time for the proponents to finalize their proposals.

The process described in the RFP is designed to deliver the best value to the City, achieving the design and functionality within the City’s budget of $66 million, including the City’s contingency. Proposals may include optimizations that the proponents propose to achieve the City’s design and budget objectives. The RFP process permits proponents to request information, seek clarification, or ask for additional time from the City to ensure the proposals are consistent with the City’s objectives.

The three proponents are actively competing to build the next Johnson Street Bridge. The proposal that closest meets the City's evaluation criteria will be recommended for award of the contract.

 
Next Steps

Once the proposals are received, staff will begin the evaluation process which may take up to several weeks. Evaluation to identify the preferred proponent will be carried out by the evaluation committee, consisting of three City engineers and one engineer advisor. The evaluation committee may seek technical, financial, and legal expertise from other professionals to evaluate the proposals.

Following the completion of the evaluation, the evaluation committee will recommend to Council the selection of the preferred proponent and the rationale for the selection based on the set criteria laid out in the RFP. Once selected, the preferred proponent and the City will negotiate a fixed price contract for the construction of the new bridge. Final approval will be required from Council prior to an award and execution of the contract.

The three world-class bridge proponents participating in the RFP process, all of whom have extensive experience in building movable bridges, are PCL Constructors Westcoast Inc., Peter Kiewit Infrastructure Co. (Kiewit) and WCC Construction Canada, ULC (Walsh).
